Penelitian ini merupakan penelitian kualitatif-kuantitatif yang bersifat eksplanatif, dengan metode pengumpulan data berupa studi kepustakaan dan penelitian lapangan. Penelitian ini bertujuan untuk menganalisis apa yang melatarbelakangi Indonesia melakukan sekuritisasi terhadap isu ancaman cyber. Serta menganalisis sejauh mana sekuritisasi tersebut berjalan di Indonesia. Teori yang digunakan dalam skripsi ini adalah teori sekuritisasi oleh Barry Buzan dan Ole Weaver. Dari penelitian yang dilakukan dihasilkan temuan bahwa isu ancaman cyber disekuritisasi karena telah dianggap sebagai ancaman keamanan (existential threat), isu ancaman cyber telah dipolitisasi sejak tahun 1999 dan disekuritisasi sejak tahun 2006, serta Indonesia telah membangun sistem cyber security yang telah berkembang ke arah cyber defence.
The research is qualitative-quantitative method which has explanative characteristic, with the method of data collect is library study and field research. The purpose is to analyze what behind securitization of cyber threat in Indonesia. And how far the securitization implemented in Indonesia. The theories for this thesis is securitization by Barry Buzan and Ole Weaver. From the research can be conclude that cyber threat has been securitized because cyber threat reputed as existential threat, cyber threat issue has been politicized since 1999 and securitized since 2006, and also Indonesia has build cyber security system which have been developing to cyber defence system.
